Both dissolve in water to the concentration your protocol requires. Concentrated tablets remove the cost and weight of shipping water, and the dilution chart converts tablet count to available chlorine.
Putting it into a protocol

Pre-clean.
Fecal matter and waste are thoroughly removed before disinfection. Vigorous wiping or scrubbing until all visible soil is gone.

Prepare the solution.
1076 ppm for routine cleaning, or 2153 ppm when a 1-minute contact time is needed. Tablet counts and water volumes are on the dilution chart.

Apply and hold.
Surfaces stay visibly wet for the full contact time listed above. If the surface dries early, the claim does not apply.

Direction of work.
Right to left or left to right on horizontal surfaces, top to bottom on vertical. Restrooms last. Do not reuse soiled cloths.

Coverage.
Manual wiping misses three-dimensional surfaces. Electrostatic application reaches IV poles, wheelchair frames, and other complex geometry.
